Position Purpose The City of Arvada promotes Equal Pay for Equal Work. Starting salary will be determined by the applicant’s education, experience, knowledge, skills and abilities, as well as internal equity. The range listed reflects the entire range. Hiring range is entry to mid range ($75,957- $89,343).

This is a newly approved position that is 2-year term- limited. This position has the potential to be extended and/ or move to a permanent position at the end of December 2025.

Under general supervision from the Court Administrator, coordinates and performs supervisory, financial, analytical and technical work for the Municipal Court.

Job Functions / Scope of Authority ESSENTIAL JOB FUNCTIONS

Organizes, supervises and coordinates the daily job duties of assigned staff responsible for all aspects of processing Municipal Court cases.

Participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

Perform the duties of a working supervisor.

Ensures accuracy and integrity of computer programs used for Court operations.

Monitors and resolves problems with the case management system, Full Court Enterprise (FCE), and other computer systems within the court.

Coordinates with IT Department and/or vendors in identifying issues with court software and other electronic file transfer processes.

Develops and maintains electronic procedure manual. Updates procedure manuals as needed

Operates digital recording system and the electronic file transfer processes between the court and various outside agencies. Enters real-time disposition and sentencing information during court sessions.

Coordinates and performs electronic conviction reporting with the Division of Motor Vehicles.

Coordinates electronic information exchange with Juvenile Information System.

Performs electronic queries of Colorado Crime Information Center (CCIC) for motor vehicle records, criminal histories and warrant entry and clearances

Provides court or case information to defendants, attorneys, police officers, and the public pursuant to open records and confidentiality requirements.

Partners with Court Administrator to create statistical reports, track performance measures, and complete department programs and project goals.

Provides back up to the Court Administrator as needed.

Coordinates purchase of Court supplies and equipment as necessary or as directed by Court Administrator.

Assists with preparation of department budget, researches and makes recommendations relating to the budget.

Monitors and reconciles daily cash revenues. Monitors problems and investigates inconsistencies in court cashier’s daily receipts.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Strong working knowledge of court software and systems such as FCE and CCIS, and solid computer and technical skills.

Working knowledge of MS Office software such as Word and Excel.

Proficient knowledge of accounting procedures.

Basic knowledge of the court and jury process and solid knowledge of court case flow and process implementation.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

ESSENTIAL SUPERVISORY DUTIES

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

Schedules staff, assigns and supervises work, prioritizes programs and projects and effectively uses available resources to accomplish objectives

Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions asNecessary.

Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem-solving and encourages participatory decision-making when appropriate.

Provides training and job enrichment opportunities and encourages professional growth and development.

OTHER FUNCTIONS:

Acts as Court Administrator in Court Administrator’s absence.

Other duties as required.

SCOPE OF AUTHORITY:

Receive general supervision under the direction of the Court Administrator. Directly supervises administrative court clerks. Plans own work and the work of others to meet defined work plans and objectives. Some precedents and/or procedures readily exist. Incumbent is expected to handle different and specialized situations in department of functional area.

Financial Accountability:

Monitors the tracking of accounts payable and daily cash receipts.

SUPERVISION EXERCISED:

Directly supervises assigned administrative court staff. Responsible for assigning and scheduling work, training, performance evaluations, interviewing, hiring and disciplinary actions. Is responsible for recommending, but does not make the final decision for promotions/transfers, salary recommendations, and terminations.

Working Environment / Qualifications WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

Work is primarily performed in an office environment with low noise levels. Physical effort and activities include: No physical effort above and beyond what is normally required for work primarily performed in an office environment.

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

High school graduate or GED equivalent and four (4) years of progressively responsible administrative experience in a court, legal, or comparable environment. Demonstrated experience developing processes, programs or projects. Must be able to obtain a CCIC/NCIC and CBI clearances for criminal background.

Preferred Qualifications:

One year of supervisory experience preferred. Bachelor’s Degree in Criminal Justice, Business Administration, Judicial Administration or related field.
