Draft 2024 Action Plan to Address Housing and Homelessness Issued

Public input sought on yearly action plan that supports Department of Housing Stability’s Five-Year Strategic Plan

Denver’s Department of Housing Stability (HOST) today issued a draft review version of its 2024 Action Plan. The action plan outlines specific work informed by the HOST Five-Year Strategic Plan, the city’s comprehensive housing and homelessness resolution strategy.


The 2024 Action Plan in English and Spanish is available for comment through Friday, Nov. 17. Feedback and suggestions on the plan can be submitted via a community survey.

A virtual public meeting addressing the plan will be held at 5 p.m. Thursday, Nov. 16. HOST staff will overview key elements of the action plan and provide an opportunity for individuals to provide feedback. Following public comment, the draft plan will be presented to the Housing Stability Strategic Advisors for adoption in December.

The Action Plan describes HOST’s priorities for the coming year and how the department will use the resources proposed in the Mayor’s budget. Priorities include:

  1. Bring an additional 1,000 people out of unsheltered homelessness through theHouse1000Initiative. Serve more than 3,500 households experiencing homelessness in rehousing and supportive housing programs

  2. Create and preserve 1,765 affordable homes through HOST’s investment in the affordable housing pipeline, and effective implementation of Denver’s Mandatory Affordable Housing ordinance, contributing toward Denver’s Citywide goal to create and preserve 3,000 affordable units

  3. Serve more than 9,300 households with housing stability programs, including more than 2,000 in eviction legal defense programs

  4. Expand support for the supportive housing pipeline by working with partners to maximize the effectiveness of housing choice vouchers, including city funded project-based vouchers

  5. Update the Affordable Housing Preservation Ordinance to align with long-term affordability goals and priorities for use of preservation funds

  6. Expand the Affordable Housing Review Team to ensure efficient consideration and review of affordable housing projects and reduce permitting times

  7. Implement the Affordable Housing Prioritization Policy, which aims to combat displacement by providing households at risk of or who have been displaced from their neighborhood with priority access to affordable housing
